Right now, the House is back in session and lawmakers are debating how Pennsylvania will end the budget impasse.

Lawmakers face two options:

  1. Tax-and-borrow. The plan passed by the Senate and supported by Gov. Wolf would hit Pennsylvanians with broad-based tax hikes including: taxing home heating bills, higher taxes on electric bills, and raising taxes on cell phones and landlines. On top of that, the plan calls for $1.3 billion in borrowing—which means taxpayers would pay more than $2 billion in interest and principal.


  1. Use money you’ve already sent to Harrisburg to close the budget gap. This option—the “Taxpayers’ Budget”—would use just $1.2 billion of the nearly $10 billion sitting in state reserve funds to help balance the budget. This money is taxes you’ve already paid, hidden in hundreds of state accounts that are part of the shadow budget.

So, should Harrisburg use tax dollars you’ve already paid to balance the budget? Or should you pay higher electric, heating, and cell phone bills?

The answer is simple.
