State Rep Paul Costa’s Bill on PA Distillers

Subject: PA Distillers Industry Promotion Board


Over the past ten years the Legislature has made significant changes to the craft distillery industry allowing it to undergo record-level growth. In 2012 Pennsylvania had only four limited distilleries but today we have nearly one hundred limited craft distilleries in the Commonwealth. The boom in the spirits industry is exciting yet distillers face unique challenges not seen in the production of wine and beer. It is important that we support our distillers and provide them the same opportunities that our other small PA craft industries are availed.

Therefore, in the near future I will be introducing legislation that will create a PA Distillers Industry Promotion Board. The Board will be comprised of appointees designated by the Governor and the legislature and will be charged with awarding grants to entities for increasing the production of PA made spirits through promotion, marketing and research based programs and projects. $1 million dollars annually will be transferred from the General Fund to a restricted account for the purpose of awarding grants by the PA Distillers Industry Promotion Board.

Over the years, the PA Distilling industry has made great strides. The industry has crafted nationally recognized award winning spirits, formed a Distillers Guild and seen tremendous growth but just imagine what the future could hold for this industry with the development of a promotion board. Please consider supporting this legislation and in turn supporting the growth and development of our Commonwealth’s limited distillery industry.
