Nationally, black junior high and high school students are suspended at a rate more than three times as often as their white peers, twice as often as their Latino peers, and more than 10 times as often as their Asian peers.

Committee advances Argall measure to review future of State System of Higher Education

HARRISBURG – The Senate Education Committee unanimously approved a resolution sponsored by Senator David G. Argall (R-Schuylkill/Berks) that calls for an independent review of the future of the Pennsylvania State System of Higher Education (PASSHE).

Created by law in 1983, PASSHE currently operates 14 universities across the state comprised of 105,000 students and 12,000 faculty members.

According to documents shared during the recent public hearings on the state budget, PASSHE noted that only Slippery Rock University and West Chester University have experienced recent growth in the number of students.

Home-schooled kids are strikingly smarter, better educated, calmer and better behaved. I also noticed that every home-schooled kid I spoke with looked me in the eye. School choice expansion moves forward!

A snowy week in Harrisburg did not prevent legislators from moving forward with a crucial school choice initiative. Last Monday, the House passed HB 250, which significantly expands Pennsylvania’s popular scholarship programs: the Educational Improvement Tax Credit (EITC) and the Opportunity Scholarship Tax Credit (OSTC). The bill breezed through the House with a bipartisan 147-39 vote.

Together, the EITC and OSTC have created over 500,000 scholarships for students to attend a school best suited to their needs. How do these programs work? Businesses that donate to non-profit scholarship organizations receive a partial tax credit. The non-profits can then award scholarships to children in need. But the amount of available tax credits is capped each year.
