Now that the Pennsylvania Senate has begun passing legislation, taxpayers can finally see what’s in Gov. Wolf’s “framework” for a new budget. Based on the passage of SB 1073 and SB 1082 today in the Senate, here are five things we know about the budget framework: 1. Excessive Spending Growth. The $30.788 billion budget represents spending growth of 5.4 percent over last year’s budget. Even including items shifted off budget last year, this amounts to an increase of $500 million more than inflation and population growth.

The repeal of two costly federal restrictions would lower the price of gas by 31 cents a gallon and save a typical American family $247 per year.

One of the restrictions is the ethanol mandate. Officially known as the “Renewable Fuel Standard,” it requires that massive amounts of corn be processed into ethanol, which is then mixed into gasoline and sold to consumers. Ethanol is less efficient and more expensive, gouging Americans at the pump. Adding insult to injury, so much farmland has been devoted to growing corn for ethanol that it has increased the price of food as well.

Senate Budget Charts an Unsustainable Course with Budget

On Monday, December 7th, the Pennsylvania Senate passed two significant pieces of legislation. The first was a budget that grew spending at 6 percent, well over the rate of inflation plus population growth. The fact that there is no way to pay for this spending increase without a tax hike is equally concerning. This budget made no attempt to “trim the fat”. Instead, the budget increased expenditures on some very questionable line items.

Yesterday, the State House of Representatives announced they were moving off the latest Wolf tax hike proposal and onto a new plan that called for less spending and fewer new taxes. Moving away from broad-based tax hikes—for which there is little support—is the right move for Pennsylvania families.

Law Enforcement Took More From Americans Last Year Than Burglars. But It’s Not That Simple.

The federal government, by taking Americans’ property through civil forfeiture, raked in more money last year than burglars did.

According to crime data from the FBI, and highlighted by the blog Armstrong Economics, federal law enforcement agencies took in more money through the proceeds of cash, property, and houses seized through civil forfeiture in 2014 than burglars did.

A report from the Institute for Justice found that last year, the Justice and Treasury Departments reported net assets—money left over after expenditures—of $4.5 billion in the agencies’ asset forfeiture funds. The Departments of Justice and Treasury deposited more than $5 billion total into their accounts in 2014.

Maine Doubles Down on Welfare Reform Despite Media Backlash

Mary Mayhew, commissioner of Maine’s Department of Health and Human Services, knows her politics aren’t always popular.

“I can’t stress enough what an attack campaign it has been from the media for four and a half years,” Mayhew said Thursday at an anti-poverty forum in Washington, D.C., hosted by The Heritage Foundation.

Then there are the more personalized critiques: “There is a poet, or he calls himself a poet, and he sends me poems all the time,” she added. “They are not nice poems.”

Mayhew claims that detractors—who mostly take issue with welfare reforms enacted by Gov. Paul LePage, a Republican, since his election in 2011—have gone so far as to call her “Commissioner Evil,”
